The government's Annual Development Programme (ADP) implementation rate fell to a record low of 3.89% in the first quarter (July-September) of the current fiscal year 2026-27.
According to a report published by the Implementation Monitoring and Evaluation Division (IMED) on October 25, the implementation rate was significantly lower than in previous fiscal years.
ADP implementation stood at 5.09% in the first quarter of FY2025-26 and 4.75% in the same period of FY2024-25.
The slowdown in development spending during the past two fiscal years came amid administrative instability following the fall of the government in 2024 and the subsequent tenure of the interim government.
Under normal circumstances, ADP implementation typically exceeds 7% in the first quarter of a fiscal year.
The implementation rate was 7.50% in the first quarter of FY2023-24 and 8.55% in FY2022-23, highlighting the sharp decline in development programme execution in recent years.
