The draft of a new pay structure for government employees may be placed before the Cabinet for approval on Monday, according to sources at the Ministry of Finance.
If approved, the government will begin the process of issuing a gazette notification, which could take one to two weeks.
A 10-member committee headed by Cabinet Secretary Nasimul Gani was formed on April 21 to finalise recommendations for implementing the new pay structure. The committee has now completed its recommendations.
The ninth National Pay Commission, formed by the interim government on July 27, 2025, had recommended increasing salaries and allowances by 100% to 140% while retaining the existing 20 grades. It proposed raising the minimum basic salary from Tk 8,250 to Tk 20,000 and the maximum from Tk 78,000 to Tk 160,000.
However, sources said the Nasimul Gani-led committee did not recommend an increase of more than 100%. It proposed implementing the new pay structure in two phases, with basic salaries effective from July 1 of the current fiscal year and allowances from July 1 of the next fiscal year.
The proposal prepared for the Cabinet differs from the earlier recommendations in that the revised basic salary will be implemented from July 1 but paid in phases, according to Finance Ministry sources.
Finance Minister Amir Khosru Mahmud Chowdhury had earlier announced in Parliament that the new pay structure would be implemented gradually from July 1, citing rising living costs and the fact that government employees have been under the same pay structure for nearly 11 years.
The current fiscal year's budget allocates Tk 141,434 crore for salaries and allowances, Tk 54,572 crore higher than the revised allocation of the previous fiscal year.
The pay structure covers around 1.4 million government employees and 900,000 pensioners. The Pay Commission had estimated that implementing its recommendations would require an additional Tk 106,000 crore annually.
Finance Minister Amir Khosru Mahmud Chowdhury said last week that the government could not provide the entire amount at once and that calculations were still underway to determine how the additional expenditure would be financed.
