The government has issued a gazette notification introducing the new pay and allowance structure for government officials and employees, with increased salaries taking effect retrospectively from July 1.
The Finance Division of the Ministry of Finance issued the notification on Saturday, titled the “Government Services (Pay and Allowances) Order, 2026.”
Under the new structure, officials in Grade 9 and above will receive 40% of the additional basic pay from July 1 to December 31, while employees in Grades 10 to 20 will receive 50% of the additional basic pay. The amount will be added to the salary drawn or payable as of June 30.
From January 1 to June 30, 2027, officials in Grade 9 and above will receive 70% of the additional basic pay, while employees in Grades 10 to 20 will receive 75%.
The full increase in basic pay will come into effect from July 1, 2027. As the new pay structure was made effective from July 1 this year, government employees will also receive arrears.
The notification said other allowances under the new pay structure will become effective from January 1, 2028. Pensioners will also receive all applicable benefits under the new structure.
Under the revised pay scale, basic salaries for officials in Grades 1 to 10 will increase by up to 100%, while basic salaries for employees in Grades 11 to 20 will rise by up to 142%. Various allowances will also be increased proportionately.
The new pay structure was approved at a Cabinet meeting chaired by Prime Minister Tarique Rahman on August 31.
A 10-member committee headed by Cabinet Secretary Nasimul Gani was formed on April 21 to recommend measures for implementing the new pay structure. The committee finalised its recommendations before the gazette was issued.
The Ninth National Pay Commission was formed on July 27, 2025, nearly 12 years after the Eighth Pay Commission. The 23-member commission submitted its report to then-Chief Adviser Professor Muhammad Yunus on January 21 this year. Former Finance Secretary Zakir Ahmed Khan headed the commission.
